Francine Carter

Francine L. Carter, 66, passed away on Sunday, April 20, 2025, at St. John’s Hospital in Springfield, Illinois. She was born on February 10, 1959, in Alton, the daughter of the late Damon and Marlene (Zero) Delp. She married James Carter and he survives. Other survivors include two daughters: Sheila Taylor of Roodhouse, Illinois, Sarah (Richard) Burton of Manchester, Illinois, a son: James Carter of Roodhouse, Illinois, three grandchildren: Paris Weber, Noah Weber, Asher Burton, two brothers and sister in law: David and Terri Delp of Cottage Hills, Rob and Edwina Delp of East Alton, many nieces, nephews, and other extended family and friends.

In addition to her parents, she was preceded in death by a brother: Sammy Delp and a niece: Ashley Delp.

In accordance with her wishes, cremation rites will be accorded.
